Members of the Construction Council

The CBI’s Construction Council identifies and addresses issues specific to construction and provides a voice for construction, contracting, civil engineering, materials, house building, design and support services to influence mainstream CBI policy and Government. Its members are leaders of companies working in the construction value chain including:

*Aggregate Industries Ltd - Bill Bolsover, Non Executive Chairman

In 1992, as Managing Director, Bill was responsible for developing the business through major strategic reviews which restructured operations and the management team, As Group Executive Director, in addition to heading up the Quarry Products and Topmix divisions, he also demerged the Building Materials business.

Bill is a Fellow of the Institute of Quarrying and a Companion of the Chartered Institute of Management.

*BAM Group (UK) Ltd - Martin Rogers, Executive Board Director

Martin is a Member of the Executive Board of Royal BAM Group nv and Chairman of BAM Group (UK) Ltd. With over 35 years experience in the construction industry, Martin has played a major role in the re-organisation of the BAM UK business.Martin was Managing Director of BAM Construct UK from 2002, and in April 2007 became CEO of BAM Nuttall Ltd.In April 2009 Martin became a Member of the Executive Board of Royal BAM Group nv.

Martin is also Chairman of the CBI South East Regional Council from January 2013.

*Barratt Developments Plc - Mark Clare, Group Chief Executive

Mark was appointed Group Chief Executive of Barratt Developments Plc, the UK’s largest housebuilder, in October 2006.

Mark is a member of the Government’s new Green Construction Board, and is a Trustee of the BRE Trust and the UK Green Building Council. He also sits on the CBI Construction Council.  He chaired the Housing Workstream of the Government’s Task Force looking at environmental innovation in the construction industry.  

British Gypsum Ltd - Mike Chaldecott, Managing Director

Mike was appointed Saint-Gobain Deputy Regional Managing Director UK & Ireland in March 2012, and is the Managing Director of British Gypsum and Artex. 

He was appointed to Managing Director of British Gypsum in April 2007, returning from Eastern Europe where he was Regional Managing Director, responsible for the group’s gypsum and insulation businesses in Poland, Czechoslovakia, Hungary and Slovakia. He was previously Managing Director for the global BPB Formula business based in Paris, and General Manager for the Isover insulation joint venture in the UK.

Carillion - Richard Howson, Chief Executive

Richard is the Group Chief Executive of Carillion plc, a leading integrated support services company with a substantial portfolio of Public Private Partnership projects and extensive construction and support services capabilities that operates in the UK, the Middle East & Africa and Canada.  Richard has extensive experience of the construction and support services industries.  

Since joining Carillion, Richard has held a wide range of senior management roles and joined the Carillion Board in 2010 as Chief Operating Officer, he became Group Chief Executive in January 2012.

CEMEX - Jesus Gonzalez, UK President

Jesus is President of the UK operations of global building material solutions provider CEMEX.  He joined CEMEX in 1998, and has held a number of senior positions since including Director of Strategic Planning with CEMEX Corporate in Monterrey Mexico (1998-2000) and Vice President Strategic Planning CEMEX USA, based in Houston, Texas (2000-09). Jesus was then appointed Regional President for CEMEX Central America based in Panama (2009-11) before taking up his current post as Country President for CEMEX UK Operations in May 2011. Prior to joining CEMEX he worked for McKinsey & Company, a global management consultancy firm.  

Clegg Group Ltd - David Short, Chairman

David is a Chartered Civil Engineer who has spent his entire career in the construction industry.  Working for a blue chip food manufacturer for many years, David gained valuable hands-on experience of project management and an understanding and   interpretation of client needs.  David’s   primary role within Clegg Group is to oversee the smooth running our business and to    ensure our exacting standards are met throughout the Company’s operations.

Costain Group Plc - Andrew Wyllie, Chief Executive

Andrew is Chief Executive of Costain Group PLC, the worldwide construction and engineering group.  Prior to taking up this role in 2005, he worked for Taylor Woodrow where he was Managing Director of the construction business and was a member of the Group Executive Committee.

Andrew is a Non-Executive Director on the Board of Scottish Water which is the UK’s fourth largest water utility providing a service to five million customers in Scotland.

Galliford Try Plc - Greg Fitzgerald, Chief Executive

Greg Fitzgerald was appointed to the Board of Galliford Try plc in July 2003 and was Managing Director of the Housebuilding Division before being appointed Chief Executive on 1 July 2005. He was a founder of Midas Homes in 1992 and its Managing Director when it was acquired in 1997, subsequently chairing Midas Homes and Gerald Wood Homes.

*H+H UK Ltd - Mark Oliver, Managing Director

Mark Oliver is Managing Director of H+H UK Ltd, supplier of market leading Celcon Blocks and aircrete building solutions. He has led the business since 2008 through the toughest market conditions the business has ever faced, during which time the sustainability and environmental credentials of the business were recognised through its inclusion in the Sunday Times Green List and in being named Environmental Business of the Year in Kent.

Prior to joining H+H, Mark held executive roles at Laing O’Rourke, the BSS Group and Williams, worked as a management consultant with McKinsey & Co. and served in the Royal Engineers. 

Henry Boot Plc - Jamie Boot, Group Managing Director

Jamie joined Henry Boot PLC in 1979 and was appointed to the Board in 1985.  He became Group Managing Director in 1986.  He is also Chairman of the Company’s four principal operating subsidiaries. Henry Boot Construction Limited, Hallam Land Management Limited, Henry Boot Developments Limited and Banner Plant Limited.  

Interserve Plc - David Paterson, Executive Director of Interserve Plc and Managing Director of Interserve Project Services Ltd

David is an Executive Director of Interserve Plc and Managing Director of Interserve’s Construction division. He was appointed to the Board in January 2011.

 David joined Interserve in 1994 and became Managing Director of the Infrastructure business unit in 1997. In 2005 he was appointed Managing Director of Construction’s UK operations and then, in 2009, the International division.

 David is a chartered Civil Engineer and worked in senior management positions for Costain and Birse prior to joining Interserve (then Tilbury Douglas). 

J C Bamford Excavators Ltd - Philip Bouverat, Director - Global Accounts

Philip joined JCB in 2002 to bring the Chinese market into JCB's global strategy. Currently based in London covering international diplomatic liaison and Global account relations. He is a Director of the UK India Business Council and sits on the UK Gov Asia task force and the ASEAN Task Force.

Kier Group Plc - Paul Sheffield, Group Chief Executive

Paul was appointed Chief Executive in April 2010. His early career saw him work on a wide range of construction projects around the world including power stations, commercial building projects and a dam. As a project manager through the 1990’s he ran major infrastructure projects in London, Saudi Arabia and Hong Kong before joining the board of the Group’s Construction Division in 1998.  In October 2005 he was appointed to the Board of Kier Group plc with responsibility for the Construction Division.

Lafarge UK Ltd - Dyfrig James, Regional President Northern & Central Europe

Dyfrig is Chairman and President of Lafarge's UK business which is the foremost supplier of building materials including Cement, Aggregates & Concrete and Paving.   He was previously Regional President for Northern and Central Europe for Lafarge's Aggregates, Concrete and Pave businesses. He is a member of Lafarge's Aggregate and Concrete's Global Executive Committee which has a turnover of €5.4bn and is present in 27 countries.

He is currently Chairman of the Industry's Trade body; Mineral Products Association and Vice President of the Institute of Quarrying.  He is a member of the Industry Principal's Council for the Construction Products Association and a Fellow of the Institute of Welsh Affairs.  He is a Freeman of the City of London and a member of the Worshipful Company of Paviors.

Mactaggart & Mickel Group - Ed Monaghan, Group Chief Executive

Ed is the Group Chief Executive of Mactaggart & Mickel Ltd.  Mactaggart & Mickel is an award winning homebuilder that has been handcrafting homes since 1925. The Mactaggart & Mickel Group comprises Homes, Timber Systems, Contracts, Commercial Property, Strategic Land and Residential Lettings divisions.  

Ed chairs the Homes for Scotland Working Group on Skills & Training and chairs the Scottish Construction Skills Group and sits on the Scottish Building Apprenticeship Training Council as well as the City of Glasgow College’s Liaison Board. Ed is a founding member of City Legacy, and sits on the board of Rosemount. 

Midas Group Ltd - Steve Hindley, Chairman

Steve is a graduate civil engineer and now a Fellow of both the Institution of Civil Engineers and the Chartered Institute of Building. He has over 30 years experience in the construction industry at both project and company management level. In 1998 Steve headed a Management Buy in at Midas Group Limited. As Chief Executive and now Chairman, Steve has transformed Midas from a small regionally based contractor to a property services group operating throughout the UK and in all property sectors.

Steve is the current Chairman of the CBI Construction Council and a member of the South West Council. Steve was awarded the CBE in the 2006 New Years Honours List for services to the Construction Industry, appointed Deputy Lieutenant of Devon in 2009 and had an Honorary Doctorate of Engineering conferred upon him by Exeter University in 2011.

Miller Group Ltd - Keith Miller, Chief Executive

Keith is the Group Chief Executive of The Miller Group Limited which is a major UK property business specialising in housebuilding, commercial property, construction and integrated asset management services.

Morgan Sindall Group Plc - John Morgan, Executive Chairman

John is the executive chairman of Morgan Sindall Group plc, a leading UK construction and regeneration group, taking overall responsibility for the Group’s strategy and ensuring that the Board functions effectively.

He co-founded Morgan Lovell in 1977 which then reversed into William Sindall plc in 1994 to form Morgan Sindall Group plc. He was chief executive from 1994 to 2000 and has been executive chairman since 2000.

Mott MacDonald Group - Keith Howells, Chairman

Keith was appointed Chairman of Mott MacDonald at the beginning of 2011, having spent the previous 6 years as Group Managing Director.   Prior to this he was Managing Director of the Group’s Water and Environment business.  Mott MacDonald is a £1bn turnover, employee owned company providing engineering design and project management services in the transportation, energy, water, buildings, environment, industry, communications, health and education sectors.

Keith is a member of the Cranfield School of Management Advisory Board, is Chairman of the Association of Consulting and Engineering Large Consultancy Group, and is also on the CBI’s London Regional Committee.

NG Bailey - David Hurcomb, Chief Executive

David is chief executive of NG Bailey, the UK's leading independent engineering, IT and facilities services business.   He is responsible for the development and implementation of the company’s strategy and all matters relating to the financial and operational performance of the business.  

Prior to joining NG Bailey, David was on the main board of Carillion plc where he was responsible for the company’s UK Building, Private Finance, Property Services and Training Services businesses. He also held board responsibility for the company’s sustainability strategy, group-wide supply chain programme and was a director of its Middle East joint venture. 

Pinsent Masons LLP - Martin Roberts, Partner

Martin is Head of the London Office of international law firm Pinsent Masons. He has specialised in advising on Construction and Engineering law for over 30 years and has been a Partner since 1983 during which time he has served as the Head of the firm’s Construction and Engineering Group , Head of the Energy Sector and as a member of the firm’s Strategy Board.

Martin is a member of the CBI London Regional Council and the UK Contractors’ Group BIM Task Group. He is also currently President of the City of London Law Society.

Ryder Architecture Ltd - Mark Thompson, Managing Partner

Mark has ultimate responsibility for the strategic development of Ryder, which over recent years has included broadening their portfolio into healthcare, transport and higher education, and opening offices in Glasgow, Liverpool and London. Mark became a director of Ryder in 1995. In recognition of his influential and inspirational role within the industry, Mark was made an Honorary Fellow of the RIBA in 2003.

 He is chair of blood cancer charity Bright Red, sits on the board of the Newcastle Gateshead Initiative and is a member of The Percy Hedley Foundation’s Advisory Council.

Simons Group Ltd - Paul Hodgkinson, Chairman & Chief Executive

Paul has been Chairman and Chief Executive since 1986 of the Lincoln based Simons Group Ltd., a privately owned £250m pa turnover construction, development and consultancy company.  

Paul was awarded the CBE in the Queen’s Birthday Honours List in 2001 for his services to business. He has also for many years been a Vice-President of Business Commitment to the Environment.   Paul has been a Non Exec Chairman of Notting Hill Housing Trust since 2009 and is a trustee of Parenting UK.  

Sir Robert McAlpine - Cullum McAlpine, Director

Skanska UK Plc - Mike Putnam, President and CEO

Mike is the President and CEO of Skanska UK. He is a chartered engineer, Fellow of the Institution of Civil Engineers and Fellow of the Royal Institute of Chartered Surveyors.  Within the Skanska Group, Mike is also a member of the Skanska Sweden Board.

Mike is an active member of a number of external bodies including the Association for Consulting & Engineering and Co-Chair of the Government’s Green Construction Board.   

Speedy Hire Plc - Steve Corcoran, Chief Executive

Steve was appointed Chief Executive of Speedy Hire Plc in April 2005 and has over 25 years experience in the hire industry. Having joined the company in 1987 when the business had 13 outlets, he has been progressively promoted "through the ranks". Steve was appointed to the role of Chief Operating Officer upon the companies' flotation in April 2001 and to his present role 4 years later.

Steve is a companion of the Chartered Management Institute; on the National Council of the CPA the hire industries advisory council, a member of the Industry Principals Council of the Construction Products Association and a member of the CBI Construction Council.  Steve is also a member of the steering committee of the University of Liverpool Management School, a member of the AGMA (Association of Greater Manchester Authorities) Business Leadership Council and a fellow of the Royal Society of Arts.  He was appointed Chairman of the CBI North West in 2012.

Taylor Wimpey Plc - Pete Redfern, Group Chief Executive

Pete was appointed to the post of Group Chief Executive of Taylor Wimpey plc in July 2007, following the merger between George Wimpey Plc and Taylor Woodrow plc, and has full day to day operational responsibility for the UK Housing Division.  Prior to the merger, Pete was Group Chief Executive of George Wimpey Plc and before that, successively held the posts of Finance Director and Chief Executive of George Wimpey’s UK Housing business.

Pete is a trustee of homeless charity CRISIS, a Chair of the CBI’s Homebuilders Group and joined the Board of the Home Builders Federation during June 2012.  Pete is also a Fellow of the Royal Institution of Chartered Surveyors.

URS Corporation - Jerome Munro-Lafon, Managing Director, UK & Ireland

Jerome is Managing Director of URS’ operations in the UK, Ireland and the Middle East. In this role he is responsible for driving growth and profitability, as well as promoting quality across the region. He has been with URS for 35 years, joining through the legacy Scott Wilson business in 1977. In 1992 he became the youngest Partner in the business and went on to hold a number of MD-level positions over the next two decades.

A past Chairman of the International Road Federation and he currently serves as a judge for the prestigious British Construction Industry Awards. 

Vinci Plc - John Stanion, Chairman & Chief Executive

John is Chairman and Chief Executive of VINCI PLC which forms part of VINCI, a world leader in construction and concessions.  VINCI employs around 180,000 people in 100 Countries. 

VINCI Companies in the UK generate in the region of £2.2 billion of revenue per annum and employ circa 9000 employees.  This is the second largest geographic operating sector outside France and represents 6% of VINCI's turnover.

*Wates Group Ltd - James Wates, Deputy Chairman

James was appointed Deputy Chairman of the Wates Group in 2006. External to the Wates Group, he is Chairman of ConstructionSkills, Chairman of the UK Contractors Group, President of the British Council for Offices, a Commissioner for the UK Commission for Employment and Skills and Past President of the Chartered Institute of Building.  He is a Trustee of the Building Research Establishment and the College of Estate Management, a Governor of Emanuel School, Vice Chairman of Queen Elizabeth’s Foundation for Disabled People, member of the London Regional Council of the Prince’s Trust and finally Patron of the Wates Family Enterprise Trust.

James was awarded the CBE in January 2012 for services to Construction and the Charitable sector.
