Regional Council

The Regional Council is the main policy making mechanism through which members can make their voices heard.

It is invaluable in promoting the interests of businesses in the North East, to ensure members get a say in the policy issues that affect the region. Therefore it is important to us that the council is truly representative and is an accurate reflection of the region's economy.

The council is critical in ensuring the region's business voice is heard in Westminster, Whitehall, Brussels and beyond, as well as championing business in the region.

All of our policy positions, quotations, press releases and official submissions spring from one of two places – either as a result of amember concern, or as a reaction to government policy.

There are policy experts in Centre Point who create an initial draft of a CBI policy. At any one time the CBI is active in over seventy policy debates.

Each of the 13 CBI regions has a Regional Council, a body of 50 people elected by the members. There are also 16 standing committees of the CBI charged with supporting specific areas, of policy or member groups, such as the Energy Policy Committee, the Manufacturing Council and the SME Council.

The Regional Council meets four times a year. Topics discussed in 2008 included skills, infrastructure, transport, climate change and procurement.

Regional Council Process

1. CBI HQ distributes a paper
2. Regional Council meets to discuss it – a policy expert from HQ will also attend
3. Policy expert feeds Councillors’ views back to HQ
4. HQ collates the views from the 13 Regional Councils
5. Position paper created
6. Chairmen’s Committee* signs off on paper to say it accurately reflects the views of CBI members
7. Official CBI policy is published to government and the media.

*The Chairmen's Committee has a membership of 30, consisting of the chairmen of the elected Regional Councils, the SME and Trade Association Councils, and of the remaining standing committees. It meets five times per year to sign off policy.

In essence the Regional Council exists to:

  • Promote the interests and welfare of business in the north east
  • Form and present regional business opinion and policy on national and regional issues
  • Feed into the Chairmen’s Committee
