In this week’s State Opening of Parliament, we saw people and skills at the heart of the government’s agenda with new education legislation introduced to bring existing adult skills offers into law. Contrary to expectation we did not see an Employment Bill, which is likely to return in the next Parliamentary session. A new ‘Skills and Post-16 Education Bill’
During her speech, the Queen announced new legislation to “support a lifetime skill guarantee to enable flexible access to high quality education and training throughout people’s lives”, referring to previous Government announcements to deliver adult training. The new Bill places the Government’s two main adult skills interventions - the Lifelong Loan Entitlement and Lifetime Skills Guarantee - into the statute books and builds on the Skills for Jobs White Paper that was launched in January this year.
