Member opps: How could a student loan-type system help workers retrain?

Share your views on how the government’s Lifelong Loan Entitlement can develop future skills and support growth.

In May 2019, the Augar review recommended creating a Lifelong Loan Entitlement (LLE). It will extend student loans to access flexible training equivalent to 4 years of study, to help workers gain skills that allow them to progress their careers and increase their earnings.

The government has announced a consultation on Lifelong Learning and the CBI is keen to understand how members view lifelong learning.

Share your business insight - Key questions include:

  • What are the skills and qualifications that adult learners will need to switch to growth occupations?
  • To what extent will this retraining need full qualifications or more agile modules?
  • What retraining won’t be funded by business because there isn’t ROI, but could be unlocked by the LLE because there is a clear return for the learner?
  • How can businesses incentivise their people to take up the LLE?
  • How can we avoid situations where businesses simply pass the cost of existing training to workers, rather than the LLE unlocking retraining that otherwise wouldn’t have happened?
  • What are the practical considerations for delivering a reform of this scale?
  • How can we ensure the LLE will encourage further and Higher education providers to work with employers across the country to offer provision that closes the current skills gap and support future upskilling?
  • How can we best ensure that, compared to the current student finance system, the LLE will better support learners to train, retrain or upskill throughout their lifetime?
