Spending Review doesn't change tough fiscal outlook
The Labour government's first Spending Review revealed more about its priorities for the rest of this Parliament. The public spending envelope had already been announced, so the Review didn't mean much in macroeconomic terms: we knew that the Chancellor would be allocating more to current and capital spending than the previous government. But the Review confirmed that this was heavily front-loaded in the early years of this Parliament, so that departmental spending growth is set to slow. But c
