Andy Scott
Principal Tax Adviser

Andy Scott is a Principal Tax Adviser in the CBI’s Economic Policy team, leading on indirect and employment taxes, also supporting wider work across direct, international and devolved taxation. He joined the CBI in 2022 and represents business interests through close engagement with officials and CBI members, co-ordinating fiscal event representations, shaping key consultation responses, and developing proposals to simplify the tax system.
In 2024-2025, Andy covered as Interim Head of Tax Policy, leading responses for the 2024 Autumn Budget and 2025 Spending Review. During this time, he worked closely with UK multinationals and government officials to address the risk of US retaliatory tax measures.
A Chartered Tax Adviser and Fellow of the Association of Taxation Technicians, Andy previously gained experience in industry as a Tax Manager at a large multinational insurer, advising on complex direct and indirect tax issues. Before this, he provided by tax advisory and Corporation Tax compliance services to corporates and business owners across East Anglia at two regional accountancy firms, having started his career at the former HM Customs & Excise.
